Balak was totally unsatisfied with the blessing that Balaam spoke over Israel, so he took him to another site to view Israel and offer another word.  They offered sacrifices, and then Balak asked Balaam to share what God had told him.

Numbers 23:18–20 (NKJV)

18 Then he took up his oracle and said:

“Rise up, Balak, and hear!

Listen to me, son of Zippor!

19 “God is not a man, that He should lie,

Nor a son of man, that He should repent.

Has He said, and will He not do?

Or has He spoken, and will He not make it good?

20 Behold, I have received a command to bless;

He has blessed, and I cannot reverse it.

He goes on to discuss how God’s blessing is upon Israel, and that divination or sorcery shall succeed against them.  When he finishes his saying, Balak asks him to neither bless nor curse, but Balaam reminds him, “Did I not tell you, saying, ‘All that the Lord speaks, that I must do’? (vs. 26)”

A third time Balak took Balaam to another location.  This time Balaam did not seek sorcery or divination, but lifted his eyes and the Spirit of God spoke through him another blessing for Israel, likening Israel to a lion and a wild ox, strong and invincible.  Balak struck his hands in opposition to Balaam’s blessing, scolded him and sent him away.  Balaam reminded him again that he only promised to say what God would allow him to say.  He would also tell Balak what God would do to those around Israel in the next section.

The moral of the story is this:  If God wants to bless you, no amount of sorcery, divination, cursing, or desire on the part of your enemy can stop God from blessing you.  Believe in the promises of God and be blessed!
