The Lord told Moses that he should go up on Mount Abarim and view the promised land, because he was about to die.  Because of his disobedience at Meribah in striking the rock instead of speaking to it, Moses would not be allowed to enter the promised land.  The Lord instructed him to inaugurate a new leader, to take them into the fulfillment of the plan of God for Israel.  He would be introduced by Moses, and anointed by the priest.  Moses did as God instructed, and presented Joshua to the people.

An orderly succession is the best way to handle a transition in leadership.  When a new leader is forced upon a group, or when they are left without a leader, the people suffer.  When God is in the choice, and when the transition is smooth, the people can continue in the plan of God and see success.
