Justice is called for in all types of situations.  It is to be meted out by judges and officers in each town.  Every judge must operate with integrity, not taking bribes or showing partiality.  There will be no trees(images) or idols placed near a place of true worship to almighty God.  They were not to offer any bull or sheep with blemish or defect.

It was expressly prohibited to worship other gods.  If anyone worshipped other gods, they were to be stoned to death, if two or three witnesses corroborate the story.  Very difficult or confusing cases would be adjudicated by the priests.  If anyone would not obey the judgement of the priest, he would be put to death.  By these measures, all sin would be removed from Israel.

Concerning kings, the choice of a king was to be according to the will of God.  He was to be from among their brethren, and not multiply riches for himself, nor lead them back to Egypt, and not multiply wives unto himself.  He should write a copy of the law in a book, and read it all the days of his life.  He should fear the Lord all his days and not be lifted above his brethren.  If he follows the instructions, his kingdom will be prolonged.

Justice is an attribute of God.  It is a merciful action of God and men to uphold a standard of ethics that keeps a society whole.  While we, as individuals, do not make arbitrary laws by which to live, they are laws which come from the higher law of God that guide us.  Whether it be from a king or a common man, righteous living is ultimately from God!
