Moses has rehearsed the history of Israel’s departure from Egypt, their trek through the desert, their disobedience at the entrance to the Promised Land, and their 40-year death march through the wilderness leading up to this moment.  He has reviewed the law, the feasts, and the call to righteousness.  Now, Moses declares that a prophet like unto himself is going to arise from among their brethren.

This prophet will have the words of God in his mouth, and all the Israelites would be expected to obey his words.  From this point forward, the prophets who arise will speak the words of God, or else all the people will ignore him.  Do not be afraid of them.

Those who presume to speak in the name of the Lord must maintain a close relationship with God.  To speak for God and not have a true connection with Him is to speak amiss.  It is important for us to be sensitive to the Spirit, and to speak anything that God speaks, but to speak without a true word from God is foolish, arrogant, and dangerous.  Treat the word of the Lord with reverence, and speak for God only when it comes directly from Him!
